What do you mean you can't get to your bill? Should be viewable on att.com (as account info has migrated there from the legacy DirecTV website). Alternatively you can call as normal to discuss your bill.
So try getting whatever the issue is resolved first. Nothing in the world works perfectly so jumping straight to cancel without trying to get help is a bit hasty.
