DTV no longer supports caller id, the HR44 and above no longer have the software to use it and the HR54 no longer has a phone jack so once it is turned off there is no way to turn it back on.
Caller ID on TV is a very outdated feature. They stopped supporting in years ago. Was simply left in the old software for as long as it could last.
The HR44 is the last model to have a phone jack. But is also the first to get the new software which disables the options for Caller ID on TV.
If you have any model before the HR44 that has a phone jack, then the feature 'might' still work for a while. But with phone lines updating, no longer plain old telephone systems (POTS), and the feature stopped getting updates years ago, it is a feature of the past. DirecTV no longer uses the phone jack for their own features, so there is no longer a benefit for them to build and support something for a service that is not theres.
I think it is my TV, because my other TV still shows me I have a call coming in. Now my closed caption is not working on the same TV. The other TV's have no problems with CC.
You are lucky that worked for you. But be prepared that is a temporary fix as it is expected the updates will eventually remove the feature completely, not just the menu option for it. That is unless phone updates make it incompatible before then of course.

I think it is my TV, because my other TV still shows me I have a call coming in. Now my closed caption is not working on the same TV. The other TV's have no problems with CC.

I have a HR44-500 Genie and a C41-100 client. I inadvertently disabled the caller id on the Genie. The client still showed the caller id.
Found that if I copy the client settings to the Genie using the whole house tab in menu/settings the caller id function works again on the Genie
