contract expires
My contract expires next week, I was told to call the 25th of March to discuss new contract, SO I WON"T BE CHARGED FULL PRICE. I have been calling and no answer, no chats nothing. So how do I keep from being over charged?

There is no "new" contract when your 2 years are over you are month to month.
AT&T's CEO has stated he doesn't want to give out anymore discounts.

You are not being over-charged. As you stated, your discount is ending. Once that happens you pay normal price. Discounts are a temporary perk, not something you get over and over again.
Because of too many people trying to skate by with discounts, their CEO has pulled discounts back as they weed out accounts that are operating at a loss. When you get through to an agent, certainly ask if your account qualifies for any discounts. But plan for the regular cost and adjust services accordingly.
Yes hold times are very long right now. Many of their call centers had to close over Covid-19 which has put them at low staffing for a while. And though low staffed, this doesn't lower the amount of people calling in.
Again, not getting a discount does not mean you are being over-charged. Nobody is entitled to discounts. Bottom line, if you cannot afford it without discounts, then you cannot afford it.
