Directv can't change my service address
I just spent over two hours talking with 5 different agents, including a supervisor in the background, who are unable to change my service address. Therefore I cannot get any local channels only national ones. Clearly a poor IT system and inadequate training for a basic function that should take a minute.

You can no longer update address simply by request anymore. There was too much hassle with people going between homes (like "snowbirds") or leaving boxes on at both places in violation of the service.
Now the only way to change the address is with a Movers order. The service is intended for one residence per account. Not just for locals, but regional sports and taxes are affected as well.
The only thing they should be able to update over the phone, without needing a Movers order, is a correction on what county you are in. That matters sometimes if an address is on the border or overlapping two Designated Market Areas (DMAs).

What you say is logical. However, why didn’t five different agents know this? Their IT infrastructure, training, and supervision is severely deficient. By the way, I am a Snowbird. Thanks for your comments

Simple answer there are less quality trained agents overall (in my opinion).
AT&T acquired DirecTV. Not only did that add their agents into the mix, but it seemed (at least in the early days), they wanted agents handling calls from across all services instead of keeping more specific tailored departments.
Pandemic hit which closed many call centers because of social distancing. Since restrictions have been lifting, a call center is still the hardest to re-staff while accommodating employees while staying within the rules.
To combat this, they seemed to have increased outsourcing so agents with minimal training who have to learn everything live on the floor.
With both the environment of call center work, restrictions and concerns since the pandemic (as a call center is one big petri dish), and the joy of working from home (or being well compensated staying unemployed at home), I suspect there are few legacy DirecTV employees left never mind the constant turnover in general.
Now for snowbirds and the like, each place has a separate account. You can suspend service for up to 6 months within a 12 month period so that you only pay for the account you are using.

Well that's an interesting approach for people with more than one service address used only one at a time. Two separate accounts with separate service addresses and the same billing address and one is active while the other is suspended. Of course that doesn't really fix the problem of using Directv when boating to multiple ports while we are traveling just as it would be a problem for someone traveling in an RV. I wonder if they have a marine or RV department, which the agents dont know about?
It amazes me that the supervisor didn't have override to change the service address on my account and didn't know that was no longer possible. Must be very frustrating for the Directv staff as it was for me.

Changing service addresses without officially "moving" has not been possible for quite a while now. Yes, some people have two accounts and then suspend one while using the other.

Used to be you could update the service address and deactivate (temporarily) for vacation/seasonal which would not require return of the box at that time. But too many people didn't update all part of this in a timely manner, if at all. That resulted in violation of the Regional Sports rules, authorizations from locals, and the required taxes to pay.
Since AT&T took over, they updated the process to avoid those problems (be they accidental or on purpose by the customer. DirecTV being satellite service is only authorized for a single address on the residential account. With a Movers order, or having a 2nd account for those that do have two places, they can ensure the rules are not violated.
So for snowbirds, vacation cabin, etc. the 2nd account is the way to go. Just call and suspend one and reactivate the other. Don't have to move boxes between places.
If the supervisor was unaware, either they are outsourced or are new (hired in as a supervisor or perhaps new to DirecTV side of the house), would be my guess. Requiring a Movers order to update address on existing account, or have 2nd account as needed, have been the options for quite some time. Been a few years since you could just request an address update.

They did have a "Travelers" package. But that was setup through 3rd party dealers for RVs/boats. Unknown if there is a dedicated department for that. Does seem like DirecTV hasn't had much support for mobile options like they used to.

@DIRECTVhelp I tried and after the virtual assistant responded, no one else came on for over an hour. DO you have a boat, marine or RV department. Maybe they can fix this.

I spoke with Signal Connect which does Directv for boats and they said that yo can only change service address 2x/year per FCC guidelines. They said the technique of having two accounts won't work unless you have two different sets of equipment since the same equipment can't be on two accounts.
SO maybe Directv will successfully fill the move order and change my service address, or maybe I give up on local channels.
