No. DirecTV won't install/service equipment at a second home. What folks typically do is take one of the receivers with them to the second home. Of course, you'll need another satellite dish setup at the home. Also, this isn't possible if your current account has an HS17 Genie Server with Genie Mini Client boxes. You can't add regular DVRs or Receivers to those accounts.

That would violate the terms of service.

Unfortunately, not as that violates the Terms of Service. Locals, sports teams allowed, and taxes you are required to pay are based on the physical service address. DirecTV is a service for a single residence per account.
You would need to create a 2nd account for the vacation home. You can suspend service to the account for up to 6 months within a 12-month period. AT&T had added a $7 monthly Vacation hold for that but sounded like were considering doing away with it so back to no charges during the suspended time itself. As a note, any service agreement on the account only counts active service so the suspended time pushes back your agreement date.
