My Mom moved to a Senior home that would not allow her DirecTV to transfer since they provided cable for the tenants. She informed DirecTV of this but they are still charging the early termination!
Per Federal regulations (OTARD) you cannot be forbidden from having your choice of TV service. This is to prevent some places getting kickbacks by only allowing a single provider. As such, moving to the Senior home does not waive the ECF.
If a Movers order was placed, and tech was unable to get needed line of sight (such as trees in the way) that prevented the service from a technical standpoint, then during the cancellation process a waiver is submitted on the ECF. So a valid verified attempt to keep the service was the only chance to avoid the ECF.

yes, the ETF is only waived where an installer decides there is no line of sight to the satellites.
