You can't. Unless you can convince DirecTV to provide you some sort of additional "promotional discount". Those are getting harder to find because DirecTV is losing money. Good luck.
You are only "overpaying" if you are subscribed to more services than you use.
As essentially nobody watches every single channel they have, first determine if the ones you do enjoy (or at least the ones you mainly use) are in a lower costing package to begin with.
Review any optional services (protection plan, add-on channel packs, etc.) that you might not be using anymore or not enough to be worth it.
Check the number of TVs you are paying for. Some people have kept a guest bedroom or old kids bedroom for months, if not years, since it was last used.
Certainly when you call DirecTV, ask if any discounts might be available. If any are, be aware that is a temporary perk. The only way to permanently reduce cost is to reduce the amount of services you are subscribed to.
Sorry but lowering your bill permanently without anything from your end doesn't exist.
