If your service is shut off then yes you must make a payment to make any changes to your service. Though they would be required to try and collect what you owe, you can still cancel. Just would receive your final bill with what is due immediately to clear the account.
Call DirecTV and when you get the voice system just say "cancel" which should route you directly to their retention department. This way you can save the transfers. Remember they are still required as is their job to try and collect payment and retain you as a customer. Your decision in the end if you stay or not. So a live agent can discuss the situation with you is why you cannot cancel by another method, you must call.
