If I downgrade package, does it lock me in for another 24 months?

looking to downgrade package.  Online, tiny print says it requires 24 month commitment.  I called and rep said "don't worry about that" which didn't really ease my mind.  She couldn't help because of "technical difficulties" which made it so she couldn't access my account (??) and asked me to call back later.  

SO unhelpful.

Online are new customer offers. That intro special comes with a 24 month agreement, essentially for value of equipment just like a later upgrade.

Changing package does not affect agreement.

Upgrade of equipment (including adding a TV) = 24 months

Movers order (without upgrade) = 12 months

Some 12 or 24 month discounts come with agreement for same time.
