Is there anyway a person can upgrade service without being referred to an office in the Philippines?
This is the most rotten service I have ever had! I think I am wasting my time. All that happens is that you get referred, referred, referred. Is there no humans working for this company?

Those would be humans, regardless being in the Philippines or not. Like many companies they outsource. Unfortunately per short staffing from Covid (call centers closed temporarily) they have increased their reliance on it. Hopefully their is improvement this year so their staffing levels can go back to normal.
If by "upgrade service" you are referring to your equipment, I would suggest getting guidance here first. Even when not outsourced there are many AT&T agents who are not familiar with the various legacy setups for DirecTV. So experienced customers could help provide info for you to make an informed decision. If you would like further info on equipment to upgrade service, please provide the model numbers of each box you currently have.
