In general a "legacy" account should be DirecTV's prior billing account system before the one AT&T created for them integrated known as RC1. Not all agents are familiar (or possibly have access) to both systems which has caused frustrating getting someone who can look up the account. Supposedly the key difference is the prior one doesn't have the 8 device limit.
However that is essentially trivia. What is happening that you're running into "legacy"?

AFAIK any DTV account that was made before AT&T went to the RC1 account system.
