If you're trying to get new service in Rancho La Quinta, you may be living in a property where landlords/Homeowners Associations (HOA) may not allow a satellite dish on the premises. For any future installations, you must provide a signed Landlord/HOA permission form to the technician on the installation date. Mohammad, DIRECTV Community Specialist

While HOAs can place reasonable restrictions they can't ban a dish install per OTARD. If there is a patio/balcony that is under your exclusive control then DTV can provide a sled mount.
If the HOA is providing DTV then you have to contact the company that has the service contract.

Do you already have DirecTV and having trouble with it, or are trying to order new service?
Does the HOA provide DirecTV such as through a Multi Dwelling Unit (MDU) dealer?
What do you mean "under his setup"? Is the account, or new account to order, under someone else?
