In simple terms, Rio is the accounts that is like original, meaning they already established a DTV acct even before ATT bought DTV. RC1 are the accts that has been created when DTV is now under ATT.

RIO - Legacy DirecTV account system.
RC1 - New account system created by AT&T to be fully integrated into their systems.
To learn more about them you must be an employee as that is internal info only. However what has been pieced together is that the new system has a hard limit of 7 devices (so 7 TVs at most, or 6 if you have the Genie-2 since it counts as one of them) and is built to not reactivate any boxes once deactivated. The old system supposedly still has no TV limit on the account and in extreme cases was able to get an old box reactivated (though was not an easy process).
