Update service address
My home address was updated by the county I live in over 10 years ago. I live in the same house. My account address has been updated, but my service address is still the old address. How can I update my service address to match my account/billing address?

In order to do this, you must contact DIRECTV at 1 (800)531-5000 or chat them. This is a customer-to-customer forum so we are not able to help you with this matter. Tell them what you just told us and they should be able to help you. Is this affecting your local channels?

You have to put in a move order, could be free or $199.00

Good point, yes, try putting in a move order and confirming your service/billing address. Shannon02 I am surprised the customer is not having issues with locals if his service address is different from where he lives.

Locals would only be affected if the DMA was changed at the same time. Putting in a move order may change the DMA so could change what locals you get.

If the old service address and the new one are in the same DMA there will be no change in the locals. But as shannon says if the new DMA is different then your ,locals might change (even if you don't want them to)
And for detuch254, if the move did not take hiim out of the spot beam for his "old" locals he would continue to receive them until the address change.

To be clear, a point I feel some might have missed, the OP did not move. The county changed his address. Apparently this was done over 10 years ago, but the service address never updated.
Previously you would call to update service address, just like snowbirds and the like with a 2nd home. But since they have locked that to a Movers order, so that there is no violation (locals, sports teams, taxes) I don't know how this can be corrected easily. Perhaps since it has been so long, then a Movers order is the only option, but that would be a 12 month service agreement and no work done, so wouldn't suggest it in this situation.

An unfortunate situation but as far as directv is concerned he moved. Its even possible that his "new" corrected address might even be in a different DMA from his "old" address if for example he actually lives near a county line. Using normal directv processes, a Movers order is the only option, hopefully that would be free but as you say would incur a 12 month service agreement.
If his 'old" address actually exists, its going to be very difficult to argue this is not a Move. And after 10 years, saying its just a county administrative move is going to be hard to prove.
Certainly he's unlikely to get this changed via a CSR over the phone., Like Juniper, I am at a loss to suggest an altenative approach.
