Who can I contact?
Direct tv Technician took the satellite off my roof, threw it in the yard and left on June 20. 5 missed appointments to install/upgrade service and we are still without service. Nobody from customer service seems to have any answers. They only want to schedule me a new appointment. I am sure direct tv will be prompt to collect my monthly bill. Who can I contact to get help???

To have 5 missed appointment, in addition to tech throwing dish into the yard, is extremely bad. Call DirecTV 1-800-531-5000 and when you get the voice system say "cancel" which will should route you directly to their retention department. This is normally staffed by more experienced agents, with the job of take care of the customer (within reason).
After a bad experience, it normally would be submit a complaint on the appointment which goes down to the dispatch center the tech is from, and a reschedule to have the work actually finished. However with many missed appointments, and very bad conduct from the one tech who was there, I would consider requesting a supervisor as this is quite the escalated situation. I would also request credit for time without service from when the tech removed your dish to the day they actually get this fixed. Really hope this gets taken care of for you.
