Can I add a 2nd DVR
I want to add a 2nd DVR in my house so my kids can't access my husband and I's programming that's almost all above pg13, can I do that?

Maybe. What are the model numbers of your current equipment?
If you have an HS17 Genie Server, you will not be able to add a DVR to your account.
You can also use Parental Controls to limit your kids' access to PG13 or higher programming.

Thread is from 2019, but answer is still current. Issue is the Genie-2 (HS17) is heavily being pushed, low stock of HDDVRs (that are not being made anymore), and bad or poorly trained agents (including outsourcing).
HR54 allows HDDVRs. Ordering one has been an issue lately, including trying to activate one that was leased from an authorized 3rd party.
Outside of the problems you should just be able to call DirecTV and order a HDDVR. If this is replacing a Mini Genie Client so you have more control over access and not having all recordings on a single drive (big perk over a Client) then no change in bill. If you are adding one more TV, then $7 of course will be on the monthly bill. Either way this will come with a 24 month service agreement.
