I'm not sure if this is something that AT&T/DirecTV may provide in general, or if you have to specifically get a copy from tech on site.
However, HOA by Federal regulation (OTARD) cannot prohibit you from having DirecTV. You are allowed to put the receiving dish anywhere in your exclusive control. These HOAs do not have as much power as they claim, though they do try to use that perceived power to bully homeowners.
