H23 will work with DirecTV slimline SWM and Winegard Trav'ler dishes (DirecTV version).
It is only the older dishes/domes, or old boxes that are not 'H' models, that would be an issue as those are MPEG-2 and DirecTV has been shutting down those feeds since April 2019.

Yes. You'll also need a SWM Power Inserter to power the dish.
