How do I fix this error code after I do all the suggested functions?

That means there is a short in the coax to the dish.
Correct, the relay or coupler between two wires went bad.
775 is no power to the SWM LNB on the dish arm, so is the power inserter plugged into a live outlet and the light a solid green? If you have an HR54 Genie or HS17 Genie2 then it has the power inserter built in.

Actually the green light is flashing on and off.
I have unplugged it multiple times tonite.
I have a HR4500
Called AT+T and repairman found coupler that was bad and replaced it. Problem fixed.
