DVR Recordings become progressively choppy

My H21 (I think) DVR Recordings become progressively choppy whenever I try to view them, making it basically worthless for me to own pay for the service.  I have tried resetting it numerous time, to no avail.  The hard drive is only 5-8 percent full.

Is there anything I can do?
