Equipment replacement
My receiver needs replaced and Direct want to charge me 19.95 plus taxes and fees to send me a replacement for their equipment that malfunction. Do you think that's fair?

yes, it's fair. Replacement receivers are free if you have the protection plan. Otherwise its 19.95 shipping charge.
Or would you rather pay $99/$199 as full price?

That is the standard shipping charge DTV has had since they went to the leased program.

DirecTV's lease program means you have an indefinite warranty. So if box needs to be replaced you cover delivery of $19.95 + tax. That is regardless if you've had it 2, 5, or 10 years.
Back in the old owned days, you would have paid full retail cost to replace a box after the 1 year warranty had expired such as $399 HD non-DVR or $499 HDDVR (The $99/$199 prices are the one-time lease cost if you don't have a free upgrade which is different from a warranty replacement).
You don't pay a monthly lease cost (monthly bill is the same regardless if leased or the prior owned option) and warranty is ongoing. A one-time cost just to cover delivery I believe is fair.
Regardless of if you like it or not, this is how their Terms of Service of setup. So it is a valid charge.
