Multiple receivers
We have had difficulty splitting the signal from each of our receivers. We have 16 TV's and 6 receivers. Is splitting signal using HDMI possible? Do we need more receivers?

There should be HDMI splitters that work, may need 4k ones.
I have 2 people and TV's in every room. I solved the issue several ways with sending the signal via a dedicated streamer (over my home network) and back-feeding my old coax with a channel 3 modulator.
Your issue will be remote control. If your rooms are close, the remote in RF mode will usually work from several rooms. I do this and also IR repeaters.
I have 7 TVs in different rooms and only 2 people, so having 7 receivers/clients made no sense to me.

TV Access fees allow the programming to appear on any additional TV where there are active receivers, clients, or RVU connections in your home. While it is $7 for each additional TV, that is for a traditional approved setup. Since splitting means TVs are on the same channel and is done after the fact, you only pay for the number of TVs authorized by receiver/clients. Be aware this usually means DirecTV techs will not service a custom setup like that.
Depends if you are on the legacy account system or the new one for more receivers. The new system has a hard cap of 8 devices. What are the models of each reciever you have now?
If you go the splitting route, you will need a powered HDMI splitter that supports HDCP 2.2 and preferably HDMI 2.0 as well.
