Get help with receiver restart errors | DIRECTV Customer Service & Support
I would unplug from power for a minute and try again. Make sure you are not connected to a "smart" power strip. Hopefully your receiver didn't get damaged by that flicker.

If you keep seeing that error, then it's likely your DVR's hard drive died.
