Return within 21 days
I wanted to clarify if the return policy is return within 21 days which means I have 21 days to ship back the equipment, or does that policy mean it has to be back at att/directv headquarters within 21 days?

The 21 days is from the day of deactivation for the box to be logged back into DirecTV's possession. With the old process of shipping a return kit to the customer, allowing some time for packaging and getting to the post office to drop off the box, the 3 weeks was a reasonable time.
Now with the new process of just taking the boxes to a participating FedEx or UPS store, it is supposed to be quicker to ensure return. Just make sure to get receipt showing they took possession of the boxes of course.
The email notification is auto-generated and doesn't have a way to check against a current returnable list, only at most detailing what you have, and too many agents don't take the addition time to look up the list themselves to let you know. What are the models of each box you have?

You don't need to return old Receivers like your D12s.

@Juniper Unfortunately I won’t make the 21 day deadline because it’s the 18th day today . I have two D12-100 receivers that I will be returning. What will be that non return fee , I read that it is $45 for each standard receiver? $90??

D12 is the last MPEG-2 (SD only) box for DirecTV made. Those are non-returnable as DirecTV has started (April 2019) the MPEG-2 shutdown. Remove the access cards and recycle the boxes. DirecTV might send you an envelope within 30 days for the cards as a courtesy, but after that you can dispose of those securely like you would a credit card.
Anyone who is currently using models like the D12 or older needs to have them replaced before they no longer work.
