Self-check is part of the rebooting process. Verify that power cord is secure on both ends. Try another outlet, even another power cord if available. Make sure you are not plugged into a "smart" power strip as those special kinds don't play well with DirecTV equipment. Also turn off HDMI-CEC if your TV has it.
During the process when you unplug the power cord, leave it unplugged for at least a minute just to clear any residual memory issue that might be causing the reboot itself.
