Technician appointment

I was given a four hour window 8am-12pm. They can't guarantee me when the technician is going to show up.

Mind you this is my second appointment.  First time technician cancel on me after waiting 5 hours on him.

The 4 hour arrival window (8 to noon or noon to 4) has been the option for many years. They cannot guarantee beyond that because of other jobs, restocking equipment, and of course driving (they don't have a tech living next to every single customer).

However beyond that there is an issue. The pandemic has resulted in a shortage of agents and techs. With the ever changing rules for social distancing and other work options, it is difficult for them to return to normal staffing levels. This has the unfortunate consequence that if that delays or makes a tech unavailable for any reason, they don't have the personnel to just cover down, resulting in appointments being rescheduled more often than would be normal.

One appointment rescheduled an annoyance but I would just treat it as a bump in life. But if the 2nd appointment is not met I would submit a complaint (Field Service Request or FSR) on the appointment when you call and I would consider a BBB/FCC complaint as well.

Since you didn't post a question of any kind, I take it you thought this was posting to customer support to get an official resolution on your complaint. This is a public forum of other customers, so we can give guidance or even answers in many situations, but have no access to your account or appointment. For official support you must call.
