Why am I financially liable to remove old satellite direct tv satellite dish and cable wire attached to my siding and zip tied on gutter.
Tech lied and said his ladder was broken and had to go to warehouse for another. Never returned to finish job. Now I have this awful mess which Direct TV said was my responsibility and to hire a tech to remove it.

Once installed, the receiving dish cabling, etc. are customer owned. Only the receiver/client boxes are leased.
However, you have something that should be covered under an incomplete install (or damage claim depending). I would call DirecTV back and ask to submit a Field Service Request (FSR) for an complete install. That sends the info to the dispatch center which shoudl result in arranging an appointment to get this fixed.

New installs and service calls are covered with a 90 warranty.
