Most states (and at&t policy at least where I work) also have a "call before you dig" rule. What this means is that the area for the pole mount has to be marked as clear of utilities before the hole is dug and pole is installed.
What we usually do is complete the install using a sled mount that sits on the ground temporarily. While the tech is doing the install is a good time to call your local utility marking service (ours here in Arizona is reached online or by calling 811 for example) this way if they have any questions the tech is available to answer them.
After the utilities have been marked you may schedule an appointment to have the pole installed. A tech can then come out and replace the temporary sled mount with a pole. This is the process used in Arizona. As @Juniper mentions there may be a charge for a pole mount if one is being requested and not needed for line of sight.
The website for utility location in California is
http://www.call811.com/
The number to call is 811

DirecTV can put on a pole, but it is normally a custom charge of $75 on site with the tech. Sometimes waived if it is the only way to get line of sight, but might not be for landlord requirement.
But not all techs have pole mount on hand. You should call DirecTV tomorrow and have them add a note to the order that you are in need of a pole mount. Hopefully it will be in enough time so you don't have to get rescheduled.

As long as it needs to be. We do a lot of sled mounts here in Lake Havasu and surrounding areas because of the amount of trailer parks. They are also used permanently for a lot of commercial installations where we cannot use a traditional mount on a flat roof. Sled mount pictured below:

The sled mount shouldn't cost anything, there's no charge for them out of our office. You can also Google "DirecTV non pen mount" to get an idea of what they look like. As far as the fence that would be the installers call. Structural integrity varies greatly with different fences.
