What movie was it? Need a name

As a kid in the late 90s-early millennium, I watched something that was already half way through after switching channels.

A woman was in court, I think she had a ring on that could control people or take their memories with touch. I think she touched the guard, the solicitor and the judge.

She was at home where her son put an American football helmet on to protect his brain from the control and got the ring off her, he pretended to throw it down the sink but he threw a coin or something down instead.

He wore the ring and touched the whole family controlling them, he touched alot of people and his brain grew enormous, the top of his head grew to compensate, and that's all I remember.
