Promotional offer for reducing balance
I called in to Directv to make a payment. I was offered a promotional deal and accepted it. I was told I would get a 70% off my balance deal. I paid the agreed price and received a confirmation email. After an hour waiting, the balance never zeroed out. Is there a time limit of when the promotion would take effect? 24 hrs- 48hrs? I am curious since I thought it happened immediately.

Either you got a very bad agent or that wasn't DirecTV you called and you got scammed.
There is no such thing as 70% off balance owed, or anything off a due balance. Any promotional discounts start on the next bill and count down monthly for their respective time; i.e. $10 off for 12 month, 1 of 12 (2 of 12, etc.). At best agent summitted an invalid one-time credit that would be denied or they just told you what you wanted to hear. In either of those cases you will need to pay your remaining balance to avoid going past due. However, double check the number you were calling. If not specifically the ones listed for DirecTV or their parent owner AT&T, then watch your credit and other accounts carefully.

I called AT&T loyalty department. Although the offer was never applied they honored the promise. All is well with the issues! Thank you!

Wow, that was very lucky. Keep an eye on your balance and bills to make sure it isn't reversed, but otherwise very nice. I wouldn't expect such generosity again in the future, so adjust services if you need to regulate billing going forward.
