H20-100 Receiver not working with new Vizio TV
I have two old receivers currently in use from around 2007, an H20-100 and H-23-600. I just purchased a new Vizio TV and spent several hours trying to get it to connect to the H20-100 receiver without success. I finally decided to swap the receivers and the H23-600 receiver works but now I'm thinking that i'm not getting the best video quality.
Should I upgrade the receivers? and will DIRECTV swap out these 2 receivers for free?

I suggest you upgrade the H20 for a Genie HD DVR. Be sure to say that you want an HR54 because if they give you the HS17 you are restricted to just clients and aren’t allowed to have standalone HD and HDDVR receivers like your H23 and H20.
This upgrade will come with a two year contract renewal, DVR fee, and Whole-Home DVR fee. Although the H20 is probably not wanted back by DIRECTV, in the case they DO want it back (rare), then you can go to a participating FedEx or UPS location with the account number. Keep the shipping receipt so that you have proof of return in case DIRECTV makes a mistake and charges you for non-returned equipment.
Before any upgrades occur, what happens if you put the H23 back with the TV it was hooked up to in the first place? Does it operate properly? Also, how is the H20 currently connected to the new Insignia TV? Is it set for 1080i? (This could be the reason you saw poor video quality on the H23)

Thanks for the quick reply, I will call DTV and inquire about the HR54 receiver.
I had read somewhere that some of the older receivers were being phased out and I wasn't sure if mine were included so I was hoping to get a swap out instead of an upgrade.
I didn't state the video quality issue correctly, The H23 receiver worked fine with my older tv and the video is good on the new tv but the the new tv is 4K and the H23 appears to only go up to 1080 so I thought that maybe the newer receivers might be capable of providing 4K to the tv? ( I'm old and don't understand this high tech stuff)

No actual DIRECTV receiver can output 4K without the use of the C61K client.

DirecTV is phasing out their MPEG-2/SD-only feeds. That means S and D models. Your H models are MPEG-4 so are good, through that H20 is rather old.
I would swap around the boxes and HDMI cords. Best to find out if issue stays with the TV, a particular box, or the cable between. Something to try in the meantime unless you are wanting to upgrade service to models with DVR capability.

Apologies, I had a typo. It is D and R models that must be replaced.
