The receiver in living room is not powering on

what is the receiver model, how long has this been going on? Have you checked to be sure it is plugged into the wall outlet correctly and your TV is on the correct input?

Model number of box?
Is it not powering on at all (no lights or other indicators it has power)?
Or is it a black screen, error message, etc. when attempting to come on?
Have you tried any troubleshooting at all?
Make sure power cord is secure on both ends.
Verify outlet is working.
Plug directly into outlet or try a different one.
Avoid using a "smart" power strip or a TV's HDMI-CEC (known to have issues).
Otherwise like any other electronic that doesn't power on you must replace it.
