Depends --DO you have a D* Account Today? if so if you HD receivers or HDDVRS that you wish to keep you recorded shows on --Then a Hr-44 is the way to go --Do you want 4k Service? and have the same setup --Then you will need a HR54 --If you have more than one 4K tv --Then a HS-17 and Clients are the way to go.

The HS-17 will work just fine --I have a Hr54 as well and its works just fine for me with a C61K-700 on one set.
There are mixed views on the HS-17. But the only real differences are (1) that the HS-17 allows you to set up two 4K streams (with two C61Ks) and the HR54 only allows one and (2) the HR54 allows the use of regular receivers/DVRs and the HS-17 does not allow them.
Certainly IMHO unless you desperately need two 4K streams there is no point at all in replacing an HR54 with an HS-17. The performance, picture quality etc is the same.
Well "best" depends on your existing setup and what you want to get out of it. There is not one to beat all system.
Genie (HR34, HR44, HR54): 5 tuners, 1TB hard drive, Picture in Picture. Allows other receivers. Revised model HR54R1 removed eSATA port so does not support external HDD. Max of 3 Clients in use at once.
HDDVR: 2 tuners, 500GB hard drive (HR21 and earlier had 320GB). Most recent model HR24.
Genie-2 (HS17): 7 tuners, 2TB hard drive. Only allows Clients so hard caps tuners, plus no PiP since Clients can only use 1 tuner each.
Genie and 2 HDDVRs beats Genie-2 in most performance and reliability. However the Genie-2 supports two 4K Clients using a 4K channel at the same time, where the HR54 only supports 1.
So I personally lean towards a regular Genie setup (not the HR34 as major improvements in the other two models), but if you want more TVs using the limited 4K content then the Genie-2 would be the better setup.
