decorative rock utility box in front of my house

 I have this decorative rock in front of my house it was put there before just before I moved in, the problem is it blocks 2 of my sprinkler system and I have dead grass all around that area. I'm now putting in a new lawn and would like to know if they could just put a flat cover on it.  the box has been broken from day one I can easily look in it and see that there's no problem for them just to put the old green cover on it. But there's no way for me to get ahold of Comcast ATT without signing in without an account.
