Why doesn’t AT&T do something about their abysmal tech support service?
Do they even give a ? Problem after problem for 11 years yet I stay like a fool. It would be nice if we could at least get someone to acknowledge their failures.

Can't speak to going back over a decade, but the last year or so has had severe issues as they are short staffed and have increased reliance on outsourcing per Covid. Plus a little before that they already seemed a bit stretched thin with acquiring DirecTV (which they are still working on getting integrated).
They definitely have a long road ahead of them. I wouldn't hold my breath on waiting for them to do some big acknowledgment of issues as their focus will be on what is good and improvements, not talking up issues, just like most other companies on how they would talk about their service.

My experience for over 11 years now is that the product is better than the other options in my area but I know to expect that when I have an issue that I need to be prepared for the frustration that ensues. It’s a shame. It has been the same the entire time, though It may be a little worse right now, I only wish I could blame it on the pandemic.

The pandemic, and challenges from acquiring DirecTV, only go so far to explain the issues. It certainly wouldn't cover the prior decade. I whole heartedly agree that they have much improvement to make. Unfortunately I wouldn't expect any big leaps in the near future until the world returns to a sense of normalcy first.
