Most people cannot get that channel anymore. That is a DNS channel, which was discontinued for most earlier this year because the STELAR Act expired.
If you already had the channel and were paying for it, then you may be one of the few exceptions and experiencing a technical issue. However if the channel just recently came on and went away, then you were getting something you weren't supposed to and it got fixed.
