Blocking local broadcasts

Wmbb local station in Panama City is blocked.  I am still being billed for the service since July, 2019 while negotiating continues, wouldn’t that be a breach in my contract? If so then we need to discuss cancellation without penalty.

Nope, there is a clause in the TOS that states that channels and programing are subject to change at anytime, so long as DTV is delivering one channel they are not in breech.

TV providers do not own the channels. So they all have a clause in their Terms of Service informing you that channels may change at any time. So there is no breach of contract. It would be impossible for any of them to promise any specific channel would always be there. Just can't be done as they cannot force those channels to give the feed forever.
