1) As a rule, you cannot drop an individual channel. You can only change packages to one that doesn't include the channel. (There may be one or two premium channel exceptions to this, but Hallmark isn't one of them).
2) To downgrade or cancel service, you must call, so that they can try to talk you out of it.
If you are in Select, Entertainment, or Premier you get Hallmark Movies & Mysteries (channel 565) at no extra cost. The (grandfathered?) Preferred Xtra package has it as well. As such, the only way to get rid of the channel is to change packages.
However, if you have the Movies Extra Pack (formally called HD Extra Pack), that includes HM&M as well. You would need to remove the entire pack as you cannot remove an individual channel. Though if you have one of the above packages, you will still have HM&M.
To reduce package, remove an add-on pack, essentially anything that reduces revenue, you must call DirecTV. This is so they can try and find an option that works for you while minimizing the reduction in cost. Your choice in the end of course.
