Those channels also have On Demand programs that can't be FF, check to see if the programs that can't be FF start with a 1 like 1007 for the ABC affiliate in LA,CA.
Just started today. Says fast forward can not be used on Ads. What happens if you fast forward the ad it fast forwards the show when it starts after the Ad. This is not an On Demand. I have recorded this show for a long time and always able to fast forward the Ads.

Only if the recording is from On Demand should you experience this issue. The networks have been locking out FF/REW for On Demand as it comes from their online library. They treat is just like you were streaming on the network's own website. As it comes from the internet, not the satellite feed, it gives them a loophole to have control over this function.
I really hate they do that. But until the loophole in the permissions/liscensing gets updated, this is how it is. To avoid the lockout, you must record from the satellite channels instead which do not block the feature.

Check the channel number what is it? It's highly likely it's an on demand channel, on demand can't be ff with any pay tv provider
