On Demand is connecting to each channel's online library. Some of those channels disable the FF/REW feature for their On Demand content. Not all channels do that, but it is becoming more common.
Remember On Demand does not affect how you watch the regular satellite channels.
If you simply do not want to ever access the additional content, then go into Menu > Settings > Internet >Advanced and reset the network defaults. Unplug the CCK-W if you have an external one (Genie HR44 and up have it built-in), or if wired instead then unplug the Ethernet cord that runs between your DirecTV box and router.
You will still have commercials, cannot avoid that. All you can do is FF through your recordings.
