That's an inconvenience, not a disaster. You can file a BBB complaint if you want, but I'd recommend just rescheduling. Stuff happens. If it happens again, then file the complaint.
Call DirecTV and have agent submit a Field Service Request (FSR) on the appointment for no-show. Though any re-training, or consequences for tech will be in-house (if it was fault of tech themselves and not some other situation).
