Minimum Service
My service has been interrupted. The agent said that I could use "minimum service" for $9.99 a month until I pay my past due balance. How do I turn "minimum service" on on?

AFAIK you have to pay the balance in full before they will restore service.

When you are suspeded for past due, normally you are automatically put into "minimum service". This is not something you can opt into. It is only a few channels, not great as they don't want someone getting comfortable and not paying their bill.
As for what those channels are, you'll have to call DirecTV. There hasn't been a published list online to review.
You arein't in past due suspend indefinitely. You either pay balance in full to restore service, or you go into a non-pay disconnect where everything is due immediately. That includes non-return fees and your early cancellation fee if under a service agreement.

Minimum service is automatically added once service goes into interruption status
