If you are trying to watch locals at home on your DirecTV equipment, log into your account and verify that your physical service address is correct. Check against www.directv.com/locals on what is available for you live. Keep in mind that county matters in some places where they are close to the border of different Designated Market Areas (DMA).
Now if you mean on a phone or tablet while traveling (suspected since you say "location status"), that works a bit differently. Verify service address in account is correct. But be aware that local affiliates might not allow streaming via the app or at least out of their DMA.
Check that the DirecTV app, your device's OS, and any other apps that might affect it are up to date. Power off the phone for a minute, even try reinstalling the app, as some general troubleshooting.
If none of that works, please explain in detail the problem. What are you trying to watch locals on, are you out of area (or even out of country), and what happens when you try to access your locals?

According to the website they are on the border of two DMAs so your county is what determines what locals you get.
