If you mean the DNS version of the local channels as @shannon02 suggests, then maybe never. The local channels lobbied Congress to allow the STELAR Act to expire, and they won. So DirecTV was no longer allowed to provide those channels to most customers.
You get the locals for where you live according to your Designated Market Area (DMA). The locals determine their DMA within Federal regulations. So check www.directv.com/locals to verify what you are allowed.
You want locals out of area (i.e. national) then get the financial and lobbying power in Congress to beat the local channel owners.

If you mean the DNS channels you have to ask the FCC as they are the ones that allowed them to expire.
