I would like to just get NFL Sunday Ticket without Direct TV. When I try to sign up, it says I'm ineligible. What's the deal?

If you live in an apartment, condo, townhouse, college dorm or have another obstruction that prevents you from putting up a satellite dish, you can purchase a standalone streaming subscription to SUNDAY TICKET. But if you are able to put up a satellite dish at your home, you’ll have to subscribe to DIRECTV to watch out-of-market football games.
The problem is there have been cases of people living in an apartment, townhouse or condo and Direct Tv still determines their address is not eligible, thru a glitch in their system.
My cousin subscribes to u-verse, lives in a townhouse apartment and was interested in the streaming NFL Sunday ticket streaming option a couple of years ago. When he put his address in , it told him he wasn't eligible even tho he lives in a townhouse apt. He gave Direct tv a call, told them the error, but still several years later his address is still not eligible.
