OTARD prevents HOA's/landlords from stopping a dish install in a space under your exclusive control like a patio/balcony. They can prevent damage to the building which is why DTV has sled mounts.

You ARE allowed to have a satellite dish per Federal regulations (OTARD). Your HOA, landlord, etc. can only have reasonable restrictions on placement to prevent damage. Essentially you can put it in an area that is under your control, such as a patio or balcony. You can even have it installed on a tripod or sled mount.
If you truly are unable to install DirecTV at your home, then you can check your eligibility for a standalone streaming-only option. NFLSUNDAYTICKET.TV
