Not able to watch Sunday night football game because the local channel has been in negotiations for
Why am I expected to pay full bill with one of the major networks blocked..family is freaking out because no Sunday night football..when will this problem be solved??

Your service includes access to locals. There is no guarantee of any specific local, or any other channel for that matter, always being available. TV providers do not own the channels, so they have to negotiate a carriage agreement with who does own the channel. Sometimes the current agreement ends without a new agreement reached yet and so the local pulls the feed (as is their right) while they continue to work it out.
You can check by your TV provider and zip code at https://tvpromise.att.com/ to see who owns your local and the overview of the situation. Until the negotiation completes, you can try using a regular antenna to get the free broadcast. Though they are not obligated to provide you a credit, if you call DirecTV to discuss the situation you might get one as a courtesy.
And just in case as the question comes up a lot, the NFL Sunday Ticket will NOT provide you games that would be on your local. That is for out-of-market games only.
