Why is this still being billed...no sports being played

So long as the RSNs are broadcasting anything they are still chargeing all providers who then pass it on to you.

Channel is still there. It still has programming, including sports (even if not live). So long as the channel is provided to DirecTV and charged, then it will remain on your bill.
