Regional Sports Fee
Does anyone know what part or branch of the government MANDATED this fee?

The RSN fee is a regulatory fee from the networks for professional sports. TV providers normally have this cost hidden within other fees (like the package cost). DirecTV a few years ago in response to increasing costs for sports that was quite different based on the market you lived in, separated the fee to be very transparent how much those professional teams are costing us.
The fee applies to packages Choice and above (or a similar level expired package). At the same time the RSN fee was itemized, DirecTV came out with a new package called Preferred Xtra. This new package removes the RSNs, so no RSN fee, and the base cost is a little cheaper than Xtra. Adds in some channels that Xtra does not have, like Hallmark Movies & Mysteries, so is a nice alternative for those that watch little to no sports. Since many of those front-line agents are unaware of Preferred Xtra (or at least don't discuss it), it seems to have been moved to being a retention offer.
