No DirecTV DVR (Genie or otherwise) has a built-in option to skip commercials. Probably never will. If you record from the sat channels, then you can FF through commercials as you see fit. Be aware that is only the regular sat channels, as for On Demand many networks disable the FF/REW option so you can't skip commercials.
Doesn't matter if Dish does it or not. Fact is that DirecTV does not have that option and there has been no indication of that change. So the answer doesn't change. The Genie (or any other DirecTV DVR) do not have that feature.
So if that feature is something you cannot do without, you would need to change providers.

Dish does it, one click regardless of length, but only 1 break at a time.
